I am commanded by the Air Council to refer to

your letter of the 28th December 1928 (52911/28) on the

proposed use of Kai Tak aerodrome for an experimental air

mail and passenger service.

In deference to Mr. Secretary Amery's opinion,

the Air Council will not press for the enforcement of the

specific condition that no pilots other than British or

Chinese should be allowed to land on the aerodrome. It

appears to them, however, important having regard to

the political conditions and their possible reaction on

defence security, that any civil aviation company using

the Hong Kong aerodrome should operate under conditions

which will secure adequate control by the Hong Kong

Government of the personnel engaged.

The question of the use of the Singapore

aerodrome is, the Air Council suggest, not comparable in all respects with that of the similar use of the Hong
